There is a big different in the policies of foreign and local countries they can import or export their material in a vast amount. By commenting on grammarly ratings we can make contact with some other foreign countries.

"The world must decide how to treat sovereign states when their time horizon becomes limited."

Basically, what happens to people in these countries if their land disappears? That's something that we've never had to deal with (in the past century, I mean), even if famines, natural disasters, etc. have always been around. I think it's not so different from what we've seen today with refugee crises: countries will pass the buck and refugees will in general be second-class citizens wherever they land.
